Fresno Housing intends to modify the 2024 Annual Plan, Admissions and Continued Occupancy Policy (ACOP), and Housing Choice Voucher (Section 8) Administration Plan, collectively referred to as Public Housing Agency (PHA) Plans. The proposed PHA Plans are available for review and public comment for 45 days beginning July 28, 2023 and ending on September 11, 2023 at 11:59 PM.
The 2024 Agency Plans are scheduled for adoption at the Board of Commissioners Meeting on September 26, 2023. The Agency intends to submit the 2024 Agency Plans to the U.S. Department of Housing and Urban Development (HUD) by October 17, 2023.
Each plan has one draft for the County and one draft for the City due to Fresno Housing governance. All changes are identical across both City and County versions. Below, you will find the plan draft, and two summaries, one is a high-level overview of the changes, the other is a breakdown of each change, side by side, including the rationale for the proposed changes.

2023 HOUSING CHOICE VOUCHER ADMINISTRATIVE PLANS
The Family Self-Sufficiency (FSS) program helps increase earned income and reduces dependency on subsidies. The FSS Action Plan is a policy framework that describes the policies and procedures to operate the program.

Fresno Housing’s Strategic Plan – “Mapping the Way toward a Strategic Future for the New Fresno Housing” – was developed through a comprehensive, yearlong process that included an in-depth assessment of the organization’s history, accomplishments, and challenges gleaned from research, document review, and interviews with more than 60 stakeholders and community leaders and more than a dozen interviews with the leadership of other housing authorities across the country. This information provided the groundwork to develop a new vision, mission, set of goals, and an action plan. The process was guided by the agency’s Executive/Senior Management Team and the Board of Commissioners, and is enhanced by Special Initiatives.
The Fresno Housing Strategic Plan, supports its continued mission of creating vibrant communities throughout Fresno County through four broad strategic areas:
