Becoming an HCV Section 8 Landlord

Fresno Housing partners with property owners throughout Fresno County to support the rental of apartments and houses to residents with Housing Choice Vouchers (HCV, formerly section 8). To accept vouchers and receive payment, property owners must sign a contract with Fresno Housing and enter into a rental agreement with the tenant/voucher holder.

Becoming a Landlord all starts with becoming familiar and educated in the Housing Choice Voucher process.

Process Overview

Review the Landlord Outreach and Briefing Orientation Videos.


Screen the resident applicant as you would any other non-assisted resident.


Fill out the Request for Tenancy Approval packet, provided by the applicant.


Prepare for the Housing Quality Standard (HQS) inspection.
